Yes. Row & Round finds the text lines on scanned PDF pages with text recognition that runs on your device, then puts the bar on your row like on any other page. Nothing is uploaded.

Many older and vintage patterns are scans: pictures of pages rather than text. Row & Round recognises the lines on those pages on the device and spaces them out in the page window, so the bar works as it does on a text PDF. If a page has no lines it can find, such as a chart or a photo, it shows as the plain page and you place the bar by hand. The bar’s height can be resized to the pattern’s row height.
